What changes. On 15 October 2026, new anti-money-laundering rules for the insurance market replace the rules of 2009 (reg. No. 2036). The National Agency of Perspective Projects (NAPP) and the Department for Combating Economic Crimes (DCEC) adopted them in June. The act gives no transition period: your internal rules must match from the first day.
Who it affects. Insurers, reinsurers and insurance intermediaries. Insurance agents follow the requirements set for the insurer's employees.

The rules also add tests of business reputation for the officer and AML staff, a group-wide approach for groups, and a duty to accept digital ID documents from the Single Portal and the "Social Card" app.
Some duties stay as they were: a suspicious-transaction report within one working day, records kept for at least 5 years, training at least once a year.
What it costs to miss. Breaching internal-control requirements carries a fine of 15–30 BRV under art. 179-3 of the Code of Administrative Liability; a repeat within a year, 30–50 BRV.
What to do now
- Check that your AML officer is a deputy head who holds no other post. If not, appoint one and report the change to NAPP by the next working day.
- Update your internal rules: the group approach, work with agents, digital ID, the USD 15,000 trigger, the suspicion criteria, now worded as mandatory.
- Start collecting the data for the fuller 10 January 2027 return now.
