What changes. On 15 November 2026, a Central Bank regulation on recovery plans comes into force. The banking law has let the Central Bank demand a recovery plan since 2019 (art. 49). The regulation now sets the content, the deadlines and how the Central Bank judges a plan.

Who it affects. Any bank can be required to write a plan, including microfinance banks, banks that carry out Islamic banking and the parent bank of a group, which writes one for the whole group. The duty starts when the Central Bank demands a plan because your financial position has worsened; after that, you update it every year.

The deadlines

Step Deadline
Write the plan after the Central Bank's demand The term the Central Bank sets, at least 15 days
Submit after supervisory-board approval 3 working days
Central Bank review 3 months
Trigger breached or likely to be breached Tell the supervisory board within 1 working day and the Central Bank within 3 working days
Bank decides to act on the plan Send the measures to the Central Bank within 7 working days
Bank decides not to act Send a written, reasoned decision within 5 working days
Test report, if the Central Bank asks for a test 15 days after the test

What the plan must hold. Indicators for capital, liquidity, asset quality and profitability (plus market indicators for systemically important banks), each with a trigger stricter than the Central Bank's requirement. At least three scenarios (individual, systemic, combined), each forecast for at least a year. No reliance on state support or Central Bank emergency liquidity. Internal audit reviews the plan yearly.

What it costs to miss. If the plan falls short, the Central Bank may require you to revise or amend it. Only if that fails may it demand that you cut risk, recapitalize, revise your strategy or change your management structure. Failing to submit a plan is a gross violation under the banking law (art. 54).

What to do now

  • Set triggers for the indicators in the regulation's annex, stricter than the Central Bank's requirements.
  • Write down who escalates a trigger breach, and to whom, within 1 and 3 working days.
  • Draft the three scenarios now so you can meet a 15-day demand.
