What changed. Since 1 October 2026, the Department for Combating Economic Crimes (DCEC, Uzbekistan's financial intelligence unit) chooses which firms to inspect for anti-money-laundering compliance by an automatic score. For the scoring itself you submit nothing: the order forbids asking you for documents or information during the risk analysis. The system uses data such as your suspicious-transaction reports, your answers to its requests, applications from the public, licenses and the media.
Who it affects. Every AML reporting entity that the DCEC supervises.
How the score works. You get three scorecards of 100 points each: internal control, anti-money laundering, and countering the financing of terrorism and of the proliferation of weapons of mass destruction. Breaking even one sub-item of an indicator earns that indicator's full points.
| Score | Risk level | What may follow |
|---|---|---|
| 81–100 | High | Preventive measures and inspections |
| 61–81 | Medium | Preventive measures and inspections |
| up to 61 | Low | No inspections |
The bands are quoted as the order writes them: 61 and 81 each sit on the edge of two bands.
The heaviest items:
- carrying out an operation that had to be suspended or frozen: 80 points;
- carrying out an operation linked to foreign states without identifying its parties or screening them against the List of persons linked to terrorism or WMD proliferation: 80 points;
- no internal control service: 70 points.
The score alone cannot be the ground for a fine or other measure. You can appeal it to the higher body or to a court.
What to do now
- Check that your internal control officer is appointed, registered in the DCEC's information system, and that the system is in use.
- Test your suspension and freezing process end to end, including the screening of all parties to operations linked to foreign states.
- Answer DCEC requests on time and in full; late answers add points.
