What changes. From 21 October 2026, the State Assay Control Inspection decides whom to inspect by an automatic risk score. The Inspection enters the data; the system does the counting. It may not ask you for documents for the scoring.
Who it affects. Businesses in four groups, each scored separately: making jewelry, selling jewelry, other work with precious metals and stones, and refining.
How the score works. Each group has five red flags with fixed weights adding up to 100 points.
| Score | Risk level | What may follow |
|---|---|---|
| 81–100 | High | Preventive measures and inspections |
| 61–81 | Medium | Preventive measures and inspections |
| up to 61 | Low | No inspections |
The bands are quoted as the order writes them: 61 and 81 each sit on the edge of two bands.
Where the points are. For jewelry makers and sellers, 80 of the 100 points are paperwork:
- no AML officer appointed by order of the head: 30;
- the officer's details not sent to the Inspection by 15 January each year: 30;
- no notice to the Inspection of starting or stopping the activity: 20.
For refiners, the heaviest items are a missing refining license (30) and a missing AML officer (30).
An inspection may look only at compliance with the rules on precious metals and stones. The score alone cannot lead to a fine, and you can complain about it to the higher body or to a court. The order does not say whether or how you will learn your score.
What to do now
- Find the order appointing your AML officer, or sign one.
- Check that the officer's details went to the Inspection by 15 January this year, and put the next one in your calendar.
- Check that the Inspection was notified when you started the activity.
